| Every natural gas bill in Georgia
includes Atlanta Gas Light charges, often referred to as "base charges."
Because the Public Service Commission regulates these charges, they will be the
same for your account, no matter which marketer you choose. The
base charges include: The Customer Charge is a fixed
monthly fee per account and covers the cost of delivering the gas to you, maintaining
pipelines and replacing old meters. $9.05 per month for
Residential Customers -$1.45 per month for customers approved for the Senior
Citizen Discount $20.39 for Commercial Customers with DDC factor < 2.5
$40.78 for Commercial Customers with DDC factor >= 2.5 $5.68 for Multi-family
units $20.00 for Agricultural Ancillary Service covers the cost of meter
reading, usually $0.71 per month Dedicated Design Day
Capacity (DDDC) is a charge that recovers costs associated with delivering gas
to a residential customer on the coldest day of the year. For commercial
accounts the charge is based on the highest usage day. This allows AGL to
calculate how much gas they need to have in their system to meet customers' need
on any given day. By regulation, the DDDC must appear on your bill to allow
you to make your own calculations concerning base charges. (For more information
on DDDC, see the AGL website at http://www.aglc.com.)
For residential customers this charge is divided into installments on the twelve
bills in an annual cycle. The installments are not equal -- you will pay
a larger portion during the winter months and a smaller installment in the summer.
The table below shows the percentage of the annual fee that is billed each cycle.
DDDC
Percentages--Total equals 100% | January | 18% | February | 19% |
March | 15% | April | 8% |

Peaking Service covers the fixed cost
of operating company-owned above ground storage facilities on the coldest day
of the year. This service is only charged to customers in the Atlanta, Macon and
Valdosta delivery groups. Social Responsibility Fee covers
the cost of funding the Senior Citizens Discount program for low- income customers.
Environmental Recovery Fee (ERF) recovers expenses related
to clean up of former manufactured gas plant sites. Franchise
Recovery Fee (FRF) recovers fees paid by AGL to local governments for the use
of public right-of-ways for its natural gas lines and other facilities.
The charge is set at DDDC factor times a number set by the state. Pipeline
Maintenance Charge is a fee to cover the costs of repairs and regular maintenance
on pipelines. You might wonder why you have to pay base
charges each month, even if you do not use any natural gas. Here
is the answer. The base charges on your bill represent your share of the
costs of maintaining the pipes, meters, and storage facilities that connect your
home or business to the natural gas system. Atlanta Gas Light bills
MXenergy for these costs each month and we pass those charges on to you. There
are other situations where you are charged for being connected to a service.
Consider your local telephone service -- even if you did not receive a telephone
call or make one, you would still pay for basic service at the end of the month.
You are paying for being connected to the telephone network and having it available
to you at a moment's notice. Your base charges represent
the cost of being connected to the natural gas system and having it available
to you at a moment's notice. |
