Q. What is an aggregation?
A. In 2002, House Bill 9 (Rules for Competitive Retail Natural Gas Service) created the opportunity for municipalities to "aggregate" the natural gas consumption of many of their residents; those still on utility gas supply, on PIPP, or in arrears in paying the utility. Under these rules, cities can be certified as aggregators for their citizens and contract with certified gas marketers to supply gas to their constituencies. These municipalities, as part of their regular election process, asked residents whether they wished to have their city, town, etc. aggregate their natural gas consumption by signing a supply agreement with a natural gas marketer and running an opt-out aggregation program in the community. Residents are given the opportunity to "opt-out" of the aggregation after receiving a letter from the city. They have 21 days from the postmark date of the letter to do so.
Q. What is an opt-in program?
A. An opt-in program is a city endorsement of MXenergy as the preferred provider of natural gas service for its citizens. This program requires customers to indicate their desire to participate in the program by contacting MXenergy. This contact can come in the form of a response card to be mailed or a telephone call and should include the information required to provide service to the consumer. The customers that enroll for service are considered to be MXenergy's customers.
Q. What is an opt-out program?
A. An opt-out program is a government aggregation effort. This program requires customers to indicate their desire to be excluded from the aggregation pool by contacting MXenergy (by phone or mail) and letting us know they do not wish to be included in the service group. MXenergy will automatically enroll customers who do not take this action. Customers who are served by MXenergy in an opt-out program are considered to be customers of the city or governmental aggregation.
Q. What is an opt-in renewal program?
A.
The opt-in renewal program is for current MXenergy customers who were acquired from a previously offered opt-in program. These customers' contracts are expiring soon. Since the Public Utilities Commission of Ohio (PUCO) has confirmed that opt-in customers are considered to be MXenergy customers, their guidelines for service renewal must be followed. These customers will receive to renewal notices, and unless they indicate they do not want service by returning their Cancellation Stub or by calling our Call Center, MXenergy will automatically renew their supply contracts.
Q. Who is eligible for an opt-out program?
A.
The Public Utilities Commission of Ohio (PUCO) defines customers eligible for participation in an opt-out program. They must not be enrolled in the PIPP program, their account must be in good credit standing with the utility and another marketer cannot be supplying them.
Q. Who is eligible for an opt-in program?
A.
Customers eligible for participation in an opt-in program are not enrolled in the PIPP program and their account must be in good credit standing with the utility.
Q. Who is eligible for a renewal program?
A. Current MXenergy customers whose supply contracts are set to expire will receive their first notification from MXenergy 90 days prior to contract expiration.
Q. Why didn't I get the mailing from the city's aggregation opt-out program?
A. A consumer wouldn’t receive a city’s opt-out mailing if they are a PIPP customer or if their account is not in good credit standing with the utility or if another marketer is serving them. Only one of these conditions is necessary to eliminate a household from a city-sponsored opt-out program. Eligibility requirements are defined by the PUCO.
Q. Are these programs posted on the Apples to Apples website?
A. No, these programs are not listed on the PUCOs Apples to Apples website. The only place that these specific programs are detailed is in letters to individual customers.
Q. Are there deadlines?
A.
Usually there are deadlines for making a decision on opting in or opting our of an aggregation program. Those deadlines vary from program to program. You will receive specific notice of deadlines from your local government.
Q. Is there a cancellation fee?
A. A customer leaving the program may be subject to an early termination administration fee (cancellation fee) depending on the agreement with your local government. You will receive specific notice of possible fees in the Terms and Conditions of your program.
